Surface Book 3 Throttling at 0.19 GHz

Hello,

My 2 week old surface book 3 ( i7-1065G7) is now throttling at a very low speed of .19GHz.  

I have a standard mouse plugged in, and a Microsoft USB-C Travel hub connected.  To the travel hub, i have a 2nd monitor connected via VGA cable.  This system worked well until i plugged in an Ethernet cable to the hub from my router.

I have unplugged the travel hub, and have restarted the computer 2 times now with no luck.

    It appears Microsoft may have just addressed this issue in a firmware update:

    Man, this sounded like a cool idea but this option is greyed out, meaning I cannot untick it. :(

    Only hibernate is not ticked it but all the four are actually unavailable to change.

    EDIT -> there's an option at the top of the screen to change this (duh)! I'll report tomorrow!

    (in the meanwhile, the laptop is burning hot after a day of Chrome usage, I'm always expecting it to crash or slow down)

    I had the same problem, this can help any laptop with similar problems.

    1- Go to Control Panel / Power Options 

    2- System settings or Choose what the power buttons does

    3- Change settings 

    4- Uncheck the box "Turn on fast start-up" 

    5- Save Changes

    6- Now you only need to Shut Down and Turn on and it should work. 

    Why does it happens?

    I think it can be overheating, and it locks the processor to that frequency, even if you restart the last information about this issue is not updated, so it stays in safety mode forever. After this change it forces to check some parameters and change again.

    I had the same problem, this can help any laptop with similar problems.

    For me the issue startet with a brand new surface book 3 ( i7-1065G7) 13'' version.

    The following steps helped me comout out of the throtteling issue loop.

    1. Just detach the display and power off.
    2. Start the computer, but first press the VOL + button and then short the power button. Hold the vol + button and you are in the BIOS. After that click on Exit.

    After being able to run under normal conditions I've changed to windows insider release preview and installed a lot of new firmware and driver updates. After installing updates and doing a clean reboot my system is running much, much smoother.

    Maybe this helps some of you.

    The throttling still occurs - especially when used with external 4k monitors with the dock 2.

    I bought one of those for my workdesk (as workaround) for about 30€ -> https://www.amazon.de/gp/product/B07PVHRR6S/ref=ppx\_yo\_dt\_b\_asin\_title\_o02\_s01

    This keeps me going with almost all workloads with "best performance" setting - only during Windows Updates (Insider) it still sometimes comes up with the temperature gauge during reboots.

    I know that this is only a workaround, but I think this is the price of not having a fan in the tablet...

    It is really a shame, because I like all other aspects of the device...
