Surface Book 3 Throttling at 0.19 GHz

Hello,

My 2 week old surface book 3 ( i7-1065G7) is now throttling at a very low speed of .19GHz.  

I have a standard mouse plugged in, and a Microsoft USB-C Travel hub connected.  To the travel hub, i have a 2nd monitor connected via VGA cable.  This system worked well until i plugged in an Ethernet cable to the hub from my router.

I have unplugged the travel hub, and have restarted the computer 2 times now with no luck.

    I too have grabbed the XPS 13 with 1165 CPU and Intel Iris XE

    11th Gen processor, with integrated graphics about 500% better than Intel HD620.

    But most of the issue for me was that Dell's advanced replacement service on my monitors involves bringing me a new one to set up and collecting the faulty item a day later. Microsoft, on the other hand, expected me to send my SB3 back and wait two weeks for a replacement. Not acceptable on £2000 worth of purchase.

    At this point, the SB3 and Surface Laptops are redundant, literally no competiiton for Razer or Dell with 11th Gen innards or for the new Apple M1 chips.

    By the time Microsoft deliver 11th Gen processors or new AMD mobile processors the likes of Dell and Razer et al will have delivered whatever Q2 offerings are available and Surface will be another underwhelming out of date release. 

    Saddens me. Greatly.

    I hope you guys are getting lucky with the firmware updates.

    I bothered Microsoft so much they refunded me on the SB3.

    With the money I bought a Dell XPS 2-in-1 with an i7 1165 and 1TB SSD. It has fans and, while it doesn't have a GPU, it doesn't crash or freeze.

    Happy now. :)

    Hey there, we have in our company now 15 devices, and 2 of them got this problem in with 1903 / 1909 and we upgraded the Surface Book 3 to 2004. The problem is gone if you enter the BIOS.

    This happened to me today also, 0.19GHz, applied latest firmware, restored windows to day earlier and finally reset windows (5 hours). No joy, still runs at 0.19GHz like a dog.
