I have an Apple Airport Extreme 802.11ac wireless router at home and am only connecting at a max of speed of 72Mbps (usually closer to 11Mbps if I'm more than 20 feet away from the WAP). I have two other 802.11ac laptops at home (Samsung AB9+ and rMBP) and my two other computers are connecting up at 800Mbps+ and pulling down the same on Internet speed tests; yes, I have real GigE connectivity. Is anyone else having these problems?

After I completed the mentioned steps I could see (in Device Manager) that the three items I had previously uninstalled were back. The O/S used the local version of those drivers to install them.
As for Windows Updates, I didn't see anything right away. If you have it check for new updates you will likely see the important update from 6/19 reappear for installation. Again, don't install this. If you do you will be right back where you started.
I must be missing something because I've uninstalled the drivers in the image below twice, rebooted, and there hasn't been an update available.
Would anyone else care to chime in with their experiences?
I think the part that you're missing is that there isn't another update. When you bought the Surface Pro 3 there were drivers installed. It is the original drivers that seem to work. The updated drivers from some 6/19 update are causing the issue. The whole purpose of going through that exercise was to get rid of the 'updated' drivers and revert back to the old. They've obviously coded something wrong with their new drivers, as they don't work. The Microsoft tech told me it is likely due to the wireless driver getting incorrect information from the power drivers.
I'm hoping that at some point you will see another update (post 6/19) which will actually work. I'm not sure how else I can explain. I've tried to provide as much detail as possible. Again, I've reverted back to the original drivers that came with the device and it is working fine. You won't see updated drivers in the Windows Update until they post updated drivers. Who knows when that will be....
I understand what you've communicated thus far. Disabling Windows Update, uninstalling the 3x drivers you've mentioned, and then rebooting, does not result in any different/original drivers being reinstalled after the reboot. The update "6/19 update" is not automagically uninstalled as a result of removing those drivers.
If you could post the KB number of the update that you're saying is now pending, then I could attempt to make sense of the fix that you've described.

I tried the mentioned fix and it seems to have worked.. I am at 270-300 And internal networkingnis quite fast.
I uninstalled the battery, then ac adapter then marvell adapter, windows asked if I wanted to delete then driver and I chose yes.
rebooted and all 3 were installed.
driver version 15.68.3036.67 04/24/2014 was installed.
the other two have drivers dated 6/21/2006
I tried a speed test on and off power and with and without bluetooth, no problems so far
