I have an Apple Airport Extreme 802.11ac wireless router at home and am only connecting at a max of speed of 72Mbps (usually closer to 11Mbps if I'm more than 20 feet away from the WAP). I have two other 802.11ac laptops at home (Samsung AB9+ and rMBP) and my two other computers are connecting up at 800Mbps+ and pulling down the same on Internet speed tests; yes, I have real GigE connectivity. Is anyone else having these problems?

I'm not sure what you mean. The task was to delete the existing drivers (using Device Manager). Upon restarting the Surface Pro 3, drivers are automatically installed from your local machine. At no point do you make any type of selection. There isn't a need to go out and get a copy of the drivers from any site or disk.
So why would you be asking whether I used a driver from April or May?

I didn't uninstall an update. I only uninstalled the drivers you mentioned above. Make sure you don't have Windows set to automatically install updates.
One other thing I noticed with the wireless routers...
During my troubleshooting efforts I grabbed a WD N900 router. Both routers (Airport Extreme & N900) were configured to have the same SSID for both the 2.4 GHz and 5 GHz networks. By default the Surface is connecting to the 2.4 GHz network and seems to max out at 72 MB/s.
Try giving your 5 Ghz network a different name and connect specifically to that network. It was at that point I saw the faster connections to both routers.

I uninstalled the battery, A/C, and wireless drivers and none of the symptoms were alleviated after a reboot.
I think the problem likely has more to do with the update you're referencing. Could you please tell us which update Microsoft had you uninstall?

I just got off the phone with Microsoft support. There is an issue with an update which was installed after my purchase. He had me uninstall three adapters; wireless, battery, and A/C. After a restart the drivers are installed automatically from the local drive (like they were out of the box).
With my Airport Extreme I am able to get a 833 MB/s connection. Through Windows Update I can see there is an 'important update' available dated 6/19. It's labeled as an updated related to the hardware. I'm not sure what all drivers are updated with this install, but obviously I will avoid it until they provide a new update (post 6/19).
If you have windows to automatically install important updates you will likely have issues. Windows will continue to install the 6/19 update which is causing the issue.
