If worse comes to worse, and if you have the heart for it, you can do a clean factory install of the SP3...That's what I did because I just couldn't figure it out initially. After the clean factory install, sleep was working as intended. I then systematically re-installed stuff only one at a time, getting a day or 2 between each so that I could validate that the new install did not cause issues. This is how I actually nailed down my issue to a Citrix Receiver install.
