We released an update on 2/17/2016 that addresses this issue.
We recommend that you install this update to keep your Surface performing its best. You can get updates now by checking Settings> Update & security> Windows Update.
To confirm the updates are installed, check Settings> Update & security> Windows Update> Advanced options> View your update history.

Josh - I have the update installed. However, this has not changed the frequency with which the fan is running - in fact, it runs while the computer is booting and nearly constantly thereafter, even when the computer is not warm. It is loud and annoying
in the extreme. I have tried turning on the passive cooling option rather than active, and reducing the maximum processor state to 50% (35% while plugged in) and the minimum to 5% for both battery and plugged in, and turning off the Windows Hello feature in
Windows 10, all to no avail. I am on the verge of returning this thing - if it is even possible at this point. It did not exhibit this behavior when I first purchased the machine, the loud and constant fan began more than a month later.
For reference, I have an SP4, i5/8MB/512GB machine.
