Plus I am totally confident that even if you "turned it off" it still runs, because of MS nonsense philosophy to collect data, just like Cortana always runs even you "turned it off". If it's bugged you mostly cant turn it off right now and it still drains
in the background, even if it is "turned off" in the menu.
Also, this forum wont get you any help from Microsoft or Intel, this forum is a user-to-user-only community, it has no connection to Microsoft employees. I never got any help over the past years in this community at all but just nonsense answers like update
your bios, drivers or reset Windows. Nor will this lead to any bug report tickets. I have battery drain bugs reported since beta last year and they are still not fixed.
Try to report via Microsoft support on the phone (bad idea), or via contact support tool in Windows 10 (mostly also bad idea).
You could also try to ask about this at http://communities.intel.com with log/powercfg statistics pointing out to a Intel driver issue and hope for a miracle.
