My SP4 gets very hot and drains the battery very fast even though it is asleep. I found it very hot in its sleeve and down to 28% earlier today. Found it dead later in the afternoon. This is one of MANY issues this device has.
(My SP4 is not part of the insider program)

We released an update on 2/17/2016 that addresses this issue.
We recommend that you install this update to keep your Surface performing its best. You can get updates now by checking Settings> Update & security> Windows Update.
To confirm the updates are installed, check Settings> Update & security> Windows Update> Advanced options> View your update history.

Do you have a link for that? Many are seeing 15x that rate.
I'm really not confident that Microsoft will answer anything here. The typical blanket response is to install the latest updates, which is not helpful.
I think it might be beneficial to start a group and make it public on FB, similar to what was done by Sony consumers and the class action lawsuit put together. Perhaps making the issues more publicly visible will elicit a better response, and warn users before the upcoming Holiday season that it might be best not to buy this thing.

As the official site in MSDN shows, a normal connected standby sleep session's charge rate should be less than 100mW.
This is just a "Me too" post - SP4/i5/8G/512G, getting 11% drain per hour on sleep. It was about 5% before TH2.
My big offenders are WP sync and a USB driver (both 70% active, but not in the same sleep session), but the wifi, CPU and GPU are all in there as well at ~20%.
I've turned off connected sleep in the registry, so we'll see how that affects life later today.
