My SP4 gets very hot and drains the battery very fast even though it is asleep. I found it very hot in its sleeve and down to 28% earlier today. Found it dead later in the afternoon. This is one of MANY issues this device has.
(My SP4 is not part of the insider program)

We released an update on 2/17/2016 that addresses this issue.
We recommend that you install this update to keep your Surface performing its best. You can get updates now by checking Settings> Update & security> Windows Update.
To confirm the updates are installed, check Settings> Update & security> Windows Update> Advanced options> View your update history.

I experienced the high fan issue once. I restarted the device and have not seen this again. Your experience with a restart of the Windows Explorer process is interesting. I just restarted the Windows Explorer process and put the SP4 to sleep. I'll let it sleep for an hour and then run the sleep study process. I'll post the results when that is complete.
I restarted the Windows Explorer process and put the SP4 to sleep. The sleep report for a 1:23:05 duration has a 5 percent of battery (1,837 mWh) energy change. The two offenders were the Intel HD Graphics (15%) and the CPU C0 Time (11%). This offenders are consistent with prior sleep periods. This seems consistent with prior energy changes for equivalent periods of time.
However, the power meter reports a 9% loss during this time and 9 hours which now changed to 6 hours remaining. I had attempted to calibrate this yesterday by running the device battery down, and then recharging to 100 percent, but I don't trust that this is accurate. That being said, the 5% energy change during sleep would mean that the battery would run down fully after 30 hours of continuous sleep. That's not acceptable. My Android 4.4 tablet can sleep for two weeks with less than 2 percent battery drain.

After my fan came on unexpectedly and no apps running, task manager showed quite CPU and quite bit of memory used by Windows Explorer process. I highlighted and clicked to restart the Windows Explorer process, and the fan immediately stopped. For the Windows Explorer process CPU dropped to zero and memory went down to under 20MB from about 130MB.
Maybe someone can test whether restarting Windows Explorer before sleep will prevent battery drain.

I agree. That's why I said "If it is a hardware issue..." I sure hope it isn't!
I'll pulse my Microsoft engineer early next week. When I jokingly told him that I would do information picketing at the Microsoft Store where I bought it to inform others of this issue his response was "I would buy tickets to that." Haha...
