I had an issue this morning where Surface couldn't find any wifi networks (when 5 were in the area) and it was connected the previous night. I solved this issue by searching windows rt for Network. Open Network Connections, find the wifi device and then disable this connection. After a minute - I re-enabled the connection and then it started to work.
Just wanted to share my experience if anyone runs into the same issue. Thanks!

Thank you for your continued interest, feedback and assistance in investigating the Limited WiFi issue on the Surface.
Not all limited connectivity scenarios have solutions that can be controlled by the Wi-Fi drivers of a given device. Limited connectivity scenarios result from a complex interaction of device Wi-Fi drivers, access point firmware, access point configuration, and other environmental factors.
If following the steps in the provided links below fail to resolve your Wi-Fi issue I encourage you to create a new thread.

You will most likely have to do a REFRESH. Most of us has had to do that. For some reason or another the driver gets corrupted. You may also do a trick that most others have done as well as long as you don't have the 8.1 Preview of Windows 8 RT installed.
That trick is to open the Control Panel and go do Device Manager. Look for the Marvel WiFi adapter and "Uninstall" the driver but "DO NOT DELETE IT". When finished, reboot the tablet and it should connect.
Try that trick first and if it doesn't work, then do a REFRESH.

Sorry to hear you are having problems connecting to WiFi.
You should be able to connect to WiFi. Are you getting any errors when trying to connect? Are you able to see the networks and not connect to them?

2012-12-04T03:44:06+00:00 My Surface is permanently stuck on Limited whenever I try to connect to my phone's hotspot. The problem is, it did work for about a week of switching between home and phone wifi before deciding to fail. I reset up the hotspot with a new SSID and that worked for about a week too. Now it simply refuses to get beyond Limited no matter what I try.
It still works with my home wifi. Now I don't have the configurability on my phone that I would have on my home router so many of the (functionality-breaking!) tweaks suggested here are not an option. But that is not the point - my original iPad that the Surface RT was intended to replace has no problems whatsoever on either network. Right now the Surface is only good for around the house and useless anywhere else.
Things that I've tried multiple times in various orders which have failed:
reboot, forget network, airplane mode
all the network troubleshooters
disable/enable wifi device
uninstall/reinstall wifi device
'refresh' Surface RT
mid-November firmware update
When I tried ipconfig /renew (or /release) in an administrative cmd window it gave an error message referring to virtual adapters or drivers #10 and #13. I don't recall the exact wording because I'm at work and of course the Surface is sitting around being useless at home.
Are #10 and #13 phantom bindings or something? If so there is something seriously wrong here. Just to make things worse, my Bluetooth is also frozen, error Code 43. None of the KB articles on Code 43 appear to be usable on the Surface RT and the refresh/disable/enable & troubleshooters failed here too. I will be returning my Surface for a refund and am happy to buy a replacement or better model down the track because I really like the OS on a tablet.
