Yes, many of us are experiencing this same issue, upon completely powering off the unit, regardless of Sleep or Hibernation status. This seems like a 'connected standby' or some other issue. Microsoft says a fix is coming early next year for this (if you can wait.) If you can't, contact them for repair/exchange/return.
I think connected standby is the new sleep function which, correct me if I am wrong, is completely unrelated to a complete shut down. I don't think Microsoft formerly addressed the the shutdown issue, and that is why I decided to make a separate topic for this.
