I think the shame is on Intel. The drivers are directly Intel drivers and they were working fine to December 2019, after that, they stopped working. Have no idea why MS cannot push the partner and force them to fix it. Even if this is hardware issue, whatever, it should be fixed in drivers.
Partially, the shame on MS as it was not tested enough before it went to the surface driver update. Anyway, even without MS update, you can download new drivers from Intel and have the same issue, so it is somehow orthogonal.
