I have found the admin Command Prompts "powercfg" and "shutdown" very useful. Be sure to read the HELP and the command options before trying yourself.
"powercfg /batteryreport" gives you a detailed report over the last few days of your battery usage and a lifetime outlook on the performance of your battery
"powercfg /sleepstudy" (mostly useful for Surface RT/Surface 2 devices) tells you what's going on during Connected Standby (no reports on the SUSPENDED state).
Don't know whether it would help folks with problems making a Surface Pro (2) shutdown completely but for my Surface RT, the Windows Shutdown command just seems to make it go into Connected Standby and then the RT can wake up and chew battery unexpectedly
to complete discharge (happened several times to me). After the latest 12/10/13 firmware update for the RT, I've been using the admin Command Prompt "shutdown /p" after going into Airplane Mode and turning off the Tile Time Live Tile (which seems to take
unnecessary juice on Connected Standby). Since using "shutdown /p" my Surface RT has always remained in SUSPENDED state when shutoff with the same battery level on reawakening as when shutdown as shown by "powercfg /batteryreport"
Don't know whether this advice will help any Surface Pro (2) owner achieve true shutdown if they're having problems waking up when supposedly shutdown but it might be worth a try.
BTW, I keep my batteries charged in the 35% to 60% range, always operate on battery except when charging, charge in short intervals with a cooling off period in between (I actually pop my Surface devices into the frig for 5 min before charging for 5 to 10
min, then repeat!-I'm in a low-humidity region of the USA). (I'm a mostly at-home retiree). My Surface RT after 1 year and 81 equivalent full charge cycles is still rated at 100% design battery capacity by "powercfg /batteryreport." So either that report
is meaningless or I'm doing good. Since I only go through 70 to 100 charge cycles a year for any Surface device, I only full-discharge and fully recharge my Surface devices once every 3 months, not once a month as recommended by Microsoft.
