UPDATE 3:
Hey guys, I have updated to version 2004, allowed time for more updates that came through, and the issue seems to be gone. Not sure which update actually fixed this... Overtime it seems to have stopped doing this. I have been waiting for a bit before posting on here to make sure, and it hasn't reappeared. In the Intel Command Center, the power savings and adaptive brightness are still off. Has anyone else experienced a fix in this issue? Of course there are some new bugs with the 2004 update(Screen flickering), but I'm sure those will be fixed soon!
UPDATE 2
I had found a fix to this problem. Update to Windows Version 2004, then do the Intel Command Center trick, and it worked. However after updating the computer again the next day, it was back to the same issue. Intel Command Center doesn't turn it off anymore. The problem still persists.
UPDATE:
I tried detaching the screen to detach from the Nvidia drivers as they seem to be in the keyboard part of the system. The brightness issue was still there so this may rule out the Nvidia driver being the problem? Not quite sure the internals though so this could be wrong.
Hello! I just got a new Surface Book 3 and noticed that the brightness changes by itself. I turned off the setting in the Display section that changes it when the lighting conditions change, and that solved that.
Now to the real problem: Whenever I open a primarily dark colored screen, the brightness goes down. When I open a primarily light screen, the brightness goes up.
You can imagine that this is a horrible feature for pretty much anything you are trying to do. (ex; using multiple tabs, playing a video game, editing photos and zooming in on details, etc.) If the brightness is turned all the way up then a white background screen is way too bright. If it is all the way down and you look at a dark screen? It is so dark it's pretty much turned off.

i7 256GB, 16GB RAM
Intel Iris Plus Graphics+Nvidia 1650
This is what I have tried:
- Installing the Intel Command Center and disabling both the adaptive brightness feature and the display power saving feature.
- Uninstalling and reinstalling the latest Intel driver(worked for a bit, then started back up)
- Disabling the Intel driver then re enabling it.
- The Nvidia control panel only has 3D video options so that won't help. (I have heard people saying that you can disable this feature in the Nvidia control panel, if it were an option)
- Contacting Microsoft Support and going through that whole process(They did everything I did above and a Windows Diagnostics Tool Check which resulted in "No errors being found."
- Attempted to uninstall and reinstall the Nvidia drivers but wan't able to.
Has anyone else had this issue? I found lots of forums online for it and tried what they suggested, but that didn't work. I know most brand new products usually have quirks like this out of box but if someone has an answer I would love to hear it!

An almost AU$5,000 laptop is NOT capable of proper light adjustment and is NOT allowing manual adjustment.
Its two batteries discharging at the same time while in use and under typical use only 30% of the advertised time is usable. Running from meeting to meeting is impossible because you have to be worried about the battery and the charger all the time. Previously the electric static discharge for OVER 12 months of use, continuous headaches and headaches and headaches and electric shocks like a 9V battery or something ALL THE TIME. Before that the problem with WiFi connectivity and dropping out.
Seriously what is this?

2020-08-19T01:37:29+00:00 Well, I got back on my PC and it is back to the issue. I had updated it to Win. version 2004, then the next day I had another update to run on the PC. After the second update, it went back to normal. Intel Command Center does nothing.
