Using ThrottleStop, unchecking the BD PROCHOT box works a charm.
I can toggle that checkbox and watch as TaskMan shows the SP6 processor toggle between 0.4GHz and full speed.
So, it appears that MS has a problem with the Surface devices in that they will throttle the CPU while charging, and this appears related to BD PROCHOT.
I wonder how many people own these devices, notice that they get slow, and don't know where to find a fix. Too bad.
MS should really fix this in an automated update.
