My Surface Pro 6 runs noticeably slower when it is connected to the dock. I have a dock at both home and work and see the same reduced performance in both places. This is not a new issue (unlikely related to a recent Win or other software update). Both docks were originally purchased for use with my previous Surface Pro 4 device.
Does anyone else notice such a pattern?
Any thoughts on what might be causing this and how to fix it?
I don't see any obvious issues when looking at Task Manager. CPU, memory and internet are all lightly utilized.

No, I did NOT use "Reset this PC."
I used "Fresh Start." It's actually a part of Windows Security. Just search for "Fresh" within settings.
Yes, I ended up with the latest version of Windows 1903. Note, that I had already updated my computer to 1903 before I did this Fresh Start. The whole process took about 20 minutes of downloading and rebooting. When it was done, I did a single additional update and it downloaded one update that took one more reboot.

A little off-topic: did you use "Reset this PC" option? If yes, did you end up with a newest Windows 1903 compilation, or were all cumulative updates gone and you had to re-download it?
I finally decided to succumb to a Fresh start (the option that is under device performance in Windows security). Given that I now keep all my data in OneDrive, this was a remarkably easy task. Historically, I refrained from doing this unless absolutely necessary.
Thus far, I am not experiencing the docking-related delays that I describe above. I'm hopeful that the computer will stay this way but I am also tracking software installs in the hopes that I will uncover the problem if it returns.
Although it's not gone completely, the problem seems to have diminished with Win 10 Version 1903 (H1 2019). I really do not understand what modulate the problems but when it slows, it is painful. What really baffles me is that task manager does not indicate any resourcing problems.
I'm now having this issue.
