Surface Book 2 throttles excessively, often down to 0.4 GHz

I've recently purchased a 15" Surface Book 2.

When compiling large projects in Visual Studio 2017, I find that the processor often throttles excessively, often down to 0.4 GHz. As a result, compilation takes several times longer than it does on my 5 year old MacBook Pro. 

The Core Temp app shows that the CPU at this point is at 50-55 degrees Celcius or so.

    I just wrote a big writeup on this exact issue myself, but luckily I found this thread, I am seeing the same exact problems, it is happening from even just watching youtube for god's sake. 

    Is there a way to work around this issue? as we all know full well, this device is really very expensive, and I've had mine since april, so a refund is off the table. I was on the tangent that I must have had a badly binned CPU, but seeing as it's happening for a lot of people I now know that can't be the case

    Yes! I see the same issue just playing youtube as well. I'm on my 2nd SB2 but I'm going to request another service as I can't return for a refund.

    I'm seeing same issues with no relieve when lowering temps.

    I cannot return this device as many others and require this device to work properly for daily work, so would really appreciate either a solution or an ETA for a solution.

    Microsoft offered me an Advanced Exchange Option as I think they call it, where they send me a new device and afterwards I'll return the old one. caveat is, and it's a big one, they will hold a charge of 3,300 EUR on my credit card in the meantime. Not everyone has that luxury, and I had to confer with the bank in order to get a new overdraw limit, something that cost me an extra 100 EUR that I can't recoup.

    Micrsooft Support, after a lot of troubleshooting concluded it was a hardware fault, but seeing the frequency of people and the fact that it happens more with rising ambient temperature, makes me think it's either the firmware, or an OS bug. I haven't attempted using another OS to boot from, but it'd be interesting to see if throttling happens in Linux as well.

    thanks for letting me know! If you don't mind me asking, how did you contact Microsoft about this? I'm in Europe and wouldn't know if I should call their helpdesk, or send them email..
