Surface Book 2 throttles excessively, often down to 0.4 GHz

I've recently purchased a 15" Surface Book 2.

When compiling large projects in Visual Studio 2017, I find that the processor often throttles excessively, often down to 0.4 GHz. As a result, compilation takes several times longer than it does on my 5 year old MacBook Pro.

The Core Temp app shows that the CPU at this point is at 50-55 degrees Celcius or so.

The following question touched upon this problem, but the proposed solution did not work for me:

Any ideas on how to fix this?

Thanks.

Your newly exchanged SB2 has again throttling issues? Wow this is really bad news. Did you test other stress tests for confirmation? I am at the end of my wits after having spent two days isolating the issue. Not even a clean reset has helped.

I am thinking on skipping the ultra low power CPU notebooks in my next purchase I think. I am wondering what sales support will be offering me when I decline a refurbished device. As far as I can tell, in Switzerland one can ask for a refund in warranty period if the terms of business is not excluding this option for separate cases. The terms are not reserving them so I should be able to ask for a refund. My patient is really running low with MS and I would rather sue them to obliteration than fiddle with their half-baked trash. I lost so many hours and days, I'd rather spent them doing fun things, but MS is not even wise to the fact that SB2 is a throttling mess.

Damn that's real disappointing to hear. I'm on my 2nd one as well and just made a request for a 3rd service anyways.

If we keep doing it, hopefully they will realize sooner rather than later that there is a real problem here

    here: https://support.microsoft.com/en-gb/contactus/surface/

I urge you to contact them, they need to know. I got a new device in the door today, and after spending hours setting everything up and moving all of my files, after a whole day of no issues (it was 26C) in denmark today, I wanted to kick back with an episode of a show I am watching, 15 minutes in, and it started throttling again!
