Surface Book 2 throttles excessively, often down to 0.4 GHz

I've recently purchased a 15" Surface Book 2.

When compiling large projects in Visual Studio 2017, I find that the processor often throttles excessively, often down to 0.4 GHz. As a result, compilation takes several times longer than it does on my 5 year old MacBook Pro. 

The Core Temp app shows that the CPU at this point is at 50-55 degrees Celcius or so.

    I've already sovled the throtting problem. In my case that is not a software bug but a hardware trouble, my surface book's cpu fan is broken, completely not running. So I sent it to microsoft and they fixed it up.

    Never down to 0.4Ghz again

    For the throttling problem, try using ThrottleStop 8.70 and check the Disable and Lock Turbo Power Limits option in the FIVR window.

    The turbo power limit being accidentally set to 0 and causing throttling is a bug.

    Do you have any recommendations? 

    I mean, there are plenty usb2 fans, which one is good enough for this matter?

    In addition, shall I put the fan just behind the screen? that's it?

    They suggest you to take it away for diagnositc? It is ****ing ridiculous, and DO NOT DO IT to waste your time

    The throttle down to 0.4GHz is completely a software bug, your hardware is fine

    Yes it is because the environment temperature is low.  if you put a USB2 fan behind the SB2 screen, you can see cpu got a boost
