I use my phone for personal as well as with my organization. I have outlook set up with my organization email - enforced with InTune. Phone won't allow install of Excel and Word - only "Office". I can use Office to open files on OneDrive and to create new files. I can open links on Teams. I cannot open attachments in Outlook. The claim is that my organization does not allow. The "explore Microsoft apps" in Outlook settings is similarly blocked. Other Android users in the organization do not have this problem. Appreciate any help.

I have the same issue. My workaround is to download the attachment to the device and open using the 'Files' app. This works fine and has eliminated Outlook as a 'download' suspect. Our IT folks believe it has something to do with the 'allowed links' setting in the office app. No real answer yet.
Using another email account would not "require a redo of the whole setup." You can add multiple email accounts to the Outlook Application without impacting you existing business account. My suggestion for checking a personal account is to narrow down the cause of the issue and to see if it's Outlook or something else (like something in how Intune is functioning) that is preventing the opening of the Office-type files.
The "claim" is what you mentioned in you initial post: "...The claim is that my organization does not allow..."
What version of the Outlook and In Tune applications are you running?
Trying it with personal email account would require a redo of the whole setup. Because success would not help (i.e, I don't get many attachments sent to my personal email), I don't want to try it. "Explore Microsoft apps" is the very last setting - in the "more" category under "Tell your friends about Outlook"
Which "claim"?
Have you tried it using a different (personal) email account? Who made the "claim' to which you refer? Where is the "explore Microsoft apps" in Outlook setting? (I can't find it to check mine.)
The version of Outlook on the Duo is different from that for other devices because it supports spanning two screen by showing, for example, the email list on the left screen and the content of a message on the right.
