what is windows shell experience and why do i get a window telling me to ask for permission to use it

When I log in, a window opens on my desktop with "Microsoft family features" in the heading, telling me to ask for permission to use "Windows Shell Experience". My account is the adult account in my family and there should not be any Microsoft family restrictions on my account. Why am I getting this window?

    Chief,

    It's not working. I attempted it and I had a bunch of red messages that essentially told me the reasons that it couldn't work. All of which I failed to understand.

    I appreciate the help, however, I have the home version of windows and even the other person's feedback did not work.

    Thanks, but is there any other fix?

    As I posted above, MS admitted this bug, promised to fix it in RS5, due end of October 

    Well, what can I say? Here I am, with the RS 5 downloaded and installed, and ... the issue still persists, it hasn't been fixed! 

    Just installed a fresh Windows 10 1809. Added myself and a family member. Did nothing else. Rebooted. Lo and behold Windows Shell error pops up.

    Today I have switched my PC (1803) on 3 times throughout today. I got the error once. Logic and Microsoft do not live in the same world.

    This seems to have resolved the issue for me. No more stupid pop-up!!!

    Solution 3: Re-registering the Start-Menu

    We can also try re-registering the start menu from an application package present in your Windows Operating System. This will re-register all the default application on your computer.

    1. Press Windows + S to launch the search bar. Type “PowerShell” in the dialogue box, right-click on the application which comes forth and select “Run as administrator”.
    2. Once in PowerShell, execute the following command by copy/pasting it and pressing Enter.

    Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}

    PRO TIP: If the issue is with your computer or a laptop/notebook you should try using Reimage Plus which can scan the repositories and replace corrupt and missing files. This works in most cases, where the issue is originated due to a system corruption. You can download Reimage by Clicking Here

    Dear Microsoft, you need an adult to help you fix Windows Shell Experience.

    I get this pop-up after reboot every time Windows updates something.
