Configuration flags for an Enterprise Live Migration. Bits 16-30, allocated downward from 30. Bits 0-15 are reserved for SkipValidationPolicy -- both share the same DB column.

Default configuration.
EnableAutoDiscoverPipelines = 1073741824

When set, the sync job auto-discovers pipelines for the repository. When unset (default), the user must manually submit pipelines via the POST /pipelines API. Pipelines already in the config file are processed normally regardless.
