The Teams Rooms system cannot access the settings page.

Using the Poly MTR conference host with the factory system downloaded from HP Recovery, after restoring the host system to factory settings and logging in with an account, clicking on Settings prompts for an email and password. After entering ".\Admin" and the initial password, the Settings page is not accessed; instead, the dialog box reappears, requesting further input. Currently, how can one proceed to access the Settings page?

Since the credential prompt keeps reappearing after you enter .\Admin and the administrator password, I suggest first checking whether the local Admin account itself can successfully sign in to Windows.

Connect a physical keyboard to the Poly MTR host.
If you're unable to access the Windows desktop through Settings > Windows Settings, you can try pressing the Windows key five times in rapid succession to access the Windows logon screen, then sign in using your administrative credentials.
If the device isn't domain joined, the local administrative account is Admin, with sfb as the default password unless it has already been changed.
If you can sign in to the Windows desktop successfully, this confirms that the local administrator credentials are valid and helps narrow down the issue to the Teams Rooms Settings access process.

If the local Admin account/password does not work even at the Windows sign-in screen immediately after restoring the HP factory image, I recommend contacting HP/Poly to confirm the administrator credentials applicable to the recovery image for your specific MTR model.
