Can the same RDS CAL activation code be used on two separate RD Licensing servers in different sites (Windows Server 2025)?

HI,
I have two Windows Server 2025 machines in two different sites. They are not connected to each other (no VPN or shared network), and each one runs its own RD Licensing server.

Both belong to the same company and the same Volume Licensing agreement. We purchased RDS CALs and recently topped up the quantity under the same agreement.

The first server was activated and the CAL pack was installed successfully using the activation (license) code. When I try to install the same code on the second server through RD Licensing Manager, I get this error:

"The activation code is already activated"

My understanding is that a CAL pack activation code can only be tied to one RD Licensing Server ID, but I would like to confirm.

Questions:

  1. Can the same RDS CAL activation code be used on two separate RD Licensing servers in different sites?
  2. If not, is the correct approach to get a separate license code for each server, for example by splitting the CAL quantity across two license codes, or asking Microsoft Licensing Activation Center to reissue a code?
  3. Is there a supported way to use one CAL pack across two disconnected RD Licensing servers, or does each server need its own CAL quantity?
