Microsoft for Startups – GPT-5.6 Sol quota blocked by regional capacity and Program Support missing

I am enrolled in Microsoft for Startups and have $5,000 in active Azure startup credits.

I need Azure OpenAI quota for GPT-5.6 Sol or GPT-5.6 Terra to develop KODA, an AI-driven SaaS platform using autonomous coding agents.

My GPT-5.6 Sol Global Standard quota request was declined because capacity is unavailable in the selected region. I have also submitted a separate EU Data Zone Standard quota request.

I am flexible on region and only need guidance or quota allocation in any supported region/data zone with available capacity.

I also cannot access the documented “Your Microsoft Team” / “Get Program Support” option in the new Microsoft for Startups PREVIEW experience. The official startup support URL redirects me back to the same Azure startup page where that option is missing.

Could a Microsoft moderator please route this to the Microsoft for Startups / Azure OpenAI quota team and advise where GPT-5.6 Sol or Terra capacity is currently available for my subscription?

For Microsoft for Startups, quota and GPU-related benefit requests are in scope for Program Support coordination, but Azure OpenAI quota itself is handled through the official quota request process.

    1. Submit or continue using the Azure OpenAI quota increase request form for the target model.
      • Quota increase requests are processed in the order received.
      • Priority is given to subscriptions that are actively consuming their existing quota.
      • Requests can be denied when that condition is not met.
    2. Check where capacity is available for the subscription before choosing a region.
      • In the Azure AI Foundry portal, view quota availability by region for the subscription.
      • For model/version-specific capacity, use the capacity API with subscriptionId, model_name, and model_version to see available capacity across regions and deployment types.
      • Not all models are available in all regions.
    3. If the quota UI is missing data or the request controls are unavailable, verify access.
      • If the quota page is empty or shows no allocations, the subscription needs the Cognitive Services Usages Reader role.
      • If the Request quota button is disabled, the subscription needs Owner or Contributor.
      • After approval, quota changes can take up to 15 minutes to appear; if the issue persists after 24 hours, contact Azure support.
    4. For Microsoft for Startups coordination, submit the request through Azure Portal.
      • Go to the Azure portal.
      • Navigate to the startup homepage.
      • In Overview, locate Your Microsoft Team.
      • Select Get program support.
    5. If that Program Support entry point is missing in the preview experience, use the startup support path that is still documented: submit requests through Azure Portal, and for Azure service errors, outages, quota reflection problems, or critical production issues, use Azure Product & Billing Support directly in Azure Portal.
    6. For startup-specific quota escalation, include the Azure support request number in the Microsoft for Startups support ticket so the team can coordinate with the relevant Azure teams.

Supported facts from the documentation do not include a current list of regions or data zones where GPT-5.6 Sol or GPT-5.6 Terra capacity is available for the subscription. The documented way to determine that is the Azure AI Foundry quota view or the capacity API for the specific model and version.
