If you purchased Microsoft Publisher as a standalone perpetual license (for example Publisher 2019 or 2021) you should be able to reinstall it by signing in to the Microsoft account that was used when the product was first activated.
Go to https://account.microsoft.com/services and sign in with that same Microsoft account. In the Services & Subscriptions section you should see your purchased Microsoft Office or Publisher product listed. Click Install next to the product. This downloads the Office installer that includes Publisher. Run the installer and follow the prompts. When the installation finishes, open Publisher and sign in with the same Microsoft account if asked to activate it.
If your purchase came with a 25-character product key and you never linked it to your account, go to https://setup.office.com, sign in with a Microsoft account, enter the product key, and it will attach the license to your account. After that you install it from the Services & Subscriptions page as described above.
Unfortunately Microsoft 365 and perpetual standalone suites (like Office/Publisher 2021) use overlapping Click-to-Run installation technologies and generally cannot be installed side-by-side on the same Windows user account or operating system environment. You would need to separate them by leveraging virtualization (e.g. Hyper V if you have Windows 11 Pro or Oracle VM VirtualBox )
