Hello,
You may see this error if the NGC folder is corrupted or damaged. This folder stores the keys for the Windows Hello PIN. We can try deleting the contents of this folder and then setting up your PIN again to see if it works.

Run the SFC Scan.
Open the CMD (Admin) window.
Run the command below and click Enter.
Sfc /scannow
Restart your computer and set up your PIN.

Delete the contents of the NGC folder.
Open the CMD (Admin) window.
Run the commands one by one and click Enter after each command.
takeown /f "C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc" /r /d y
icacls "C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc" /grant Administrators:F /t
rd /s /q "C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc"
Once done,
- Go to Start > Settings > Accounts > Sign-in options > Windows Hello PIN.
- Set up a new PIN again.
