Problem with Win 10 Pro N Retail Key after reinstalling Window 11Pro N on the same hardware

I reinstalled Window 11 Pro N two days ago and have been having issue with my Win 10 Pro N Retail Key which the validation say it is invalid and cannot activate windows on my PC. The issue is I have been using Window 11 on this exact same PC hardware for the past 2 years without any issue. And i clearly remember i key in the 25 keys again during the reinstallation process and windows even stated it is valid
Error code shown is 0x803FA067. And troubleshoot function does not work at all. Thank you for reading and helping
