Hardware dashboard says "Partner Center account has been deactivated" - no workspaces and no way to open a support request

Our Partner Center account cannot access the Hardware dashboard. Opening https://partner.microsoft.com/dashboard/hardware returns:

"Access restricted - We're sorry, you don't have permission to access this page because your Partner Center account has been deactivated."

What we have already verified:

Home > Workspaces is empty, and Account settings > Programs returns "You are not authorized for this action".

/dashboard/windows/overview loads normally, so the restriction looks specific to the Hardware program.

Account settings > Legal info shows Vetting status "Rejected". Employment Verification has shown "Pending Partner Action" since 12.09.2026, while the Resolve panel says the document was submitted and will be reviewed within 5 days. The Resolve panel offers no upload control and Submit is disabled, so there is no partner action actually available to take.

Our primary contact email domain matches the company domain in the Legal Profile, so the documented mismatch cause does not apply.

We have received no email from Microsoft about this since the email verification message on 30.08.2026 - no document request, no rejection notice, no deactivation notice.

An EV code signing certificate is registered and shows Active under Account settings > Manage certificates.

Why we are posting here instead of opening a support request: every self-service path is blocked by the same missing workspace. The Partner Center request form's Workspace field lists "No results found". Engage Center reports no workspaces for this tenant. The public support form at partner.microsoft.com/support reaches topic selection (Account Settings > Account verification > Employment verification), but the final "Sign in to Partner Center to provide issue details" button does nothing.

Could someone from Microsoft check why this account's Hardware program registration is deactivated, and whether the employment verification review is actually in progress? We are ready to provide any document that is required - we simply have no control in the UI to upload one. Happy to share further account details privately.
