I was working in Microsoft Foundry using a Pay-As-You-Go subscription, attempting to deploy the gpt-4o-mini-transcribe model (version 2025-12-15).

When I selected the "Deploy" option to create the model deployment, the process failed to proceed, and the following error message appeared:

715-123420: Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.

The message indicates that the system flagged the request as unusual activity associated with my account and blocked the deployment, advising me to contact support if I believe this is an error.

    Is generally not a model quota, RBAC, or deployment configuration issue. Microsoft has identified this error as a service-side security/fraud protection signal that can block model deployments and requires review by the appropriate internal team. This is a well document error, I'm going to scale this thread so someone can take a look at your backend.

    Avoid repeatedly retrying the deployment, as this is unlikely to clear the restriction.

    Confirm that your Azure subscription is active and has a valid billing profile.

    • If you are using a VPN, proxy, or automated environment, try once from the Azure/Foundry portal using a normal network.
