The message "This form can't be distributed as it is asking for personal or sensitive information" can sometimes appear when Microsoft Forms detects questions that may contain personal or identifiable information, such as contact details. As a first step, you may want to review the form questions and settings to identify any fields that could be interpreted as collecting personal information. If possible, try temporarily rewording or removing a suspected question and test whether distribution becomes available again. Creating a copy of the form and testing the copied version may also help determine whether the behavior is related to a specific form configuration.
