Hi,

I need some help recovering the activation of my Microsoft Office Professional Plus 2019.

Office was originally activated and working correctly on my old laptop. Unfortunately, that laptop failed, so I removed the SSD and installed it in another laptop. It is the same Windows and Office installation — I did not reinstall Office and I am not trying to use the license on two computers.

After changing the hardware, Office became unlicensed.

Running OSPP.VBS /dstatusall shows:

LICENSE NAME: Office 19, Office19ProPlus2019MSDNR_Retail edition LICENSE DESCRIPTION: Office 19, RETAIL channel LICENSE STATUS: NOTIFICATIONS ERROR CODE: 0xC004F00F ERROR DESCRIPTION: The Software Licensing Service reported that the hardware ID binding is beyond the level of tolerance.

This makes sense because the motherboard/hardware has changed.

However, when I run OSPP.VBS /act, I get:

ERROR CODE: 0xC004C060 ERROR DESCRIPTION: The activation server determined the specified product key has been blocked.

I then tried the Office telephone activation wizard. It successfully generates and displays a new Installation ID for the current hardware.

The telephone number provided by Office now redirects activation to Microsoft's new online Product Activation Portal (aka.ms/aoh).

I logged into the official Microsoft Product Activation Portal, selected Office 2019, and entered the Installation ID exactly as displayed by the Office Activation Wizard. All nine groups are correct, but the portal responds with “Something's Wrong” and asks me to check the Installation ID.

The original laptop is no longer being used because it failed. I simply want to transfer/reactivate my existing Office 2019 installation on the replacement hardware.

Is there an official way to reset the hardware binding or obtain a new Confirmation ID for this license after a hardware failure?

If error 0xC004C060 means the key has been permanently blocked by Microsoft, is there any way for Microsoft Support to verify the original activation and authorize the transfer to the replacement computer?

    First, could you please let me know where this Office Professional Plus 2019 licence was originally purchased or obtained? For example, was it purchased directly from Microsoft, from a reseller or retailer, provided by your company or educational institution, obtained through the Microsoft Workplace Discount Programme, or included with a Visual Studio/MSDN subscription?

    Additionally, do you still have the purchase receipt, confirmation email, or order information? Identifying the exact source of the licence is important because the verification and reactivation support process may vary depending on the licensing channel.

    Beside that, the two errors point to separate issues: the hardware change invalidated the existing activation binding, but the more important problem is that Microsoft’s activation servers now regard the installed product key as blocked. Unfortunately, generating a new Installation ID does not override a blocked key.

    1. 0xC004F00F indicates that the hardware identity has changed beyond the permitted tolerance. Moving the SSD to a laptop with a different motherboard is treated as moving Office to another computer, even though Windows and Office were not reinstalled.
    2. 0xC004C060 means that the product key is no longer valid and has been blocked. Microsoft’s official guidance says that a key producing this error will no longer work and recommends contacting the original seller, particularly where a key may have been distributed outside its authorised licensing channel.

    Because the key is blocked, the Product Activation Portal cannot validate the Installation ID and therefore cannot issue a Confirmation ID. The Installation ID identifies the new hardware installation, but it does not establish that the underlying product key remains eligible for activation.

    Based on my research, Microsoft does not provide any documented OSPP.VBS command that can remove the server-side hardware binding, unblock a product key, increase the permitted activation count, or generate a Confirmation ID. The cscript OSPP.VBS /rearm command only resets Office’s local licensing state; it does not reactivate Office or remove the blocked status of a product key on Microsoft’s activation servers. Similarly, cscript OSPP.VBS /actcid:<Confirmation ID> can only apply a Confirmation ID that has already been issued by the activation system; it cannot generate or request a new one. Therefore, actions such as running /rearm, clearing the local licensing data, reinstalling Office, or generating another Installation ID are unlikely to resolve error 0xC004C060.

    If this is a valid Retail licence that includes transfer rights, moving it to a replacement computer may be permitted under the applicable licence terms, provided that Office is no longer being used on the old computer. However, the current issue is not simply the hardware change. The main obstacle is error 0xC004C060, which indicates that the product key is being rejected by Microsoft’s activation servers. There is no local command that can remove this blocked status. The official course of action is to contact the organisation or provider that originally issued the licence. Therefore, please share any additional information about where and how the licence was obtained so that we can guide you to the appropriate support channel.
