First, could you please let me know where this Office Professional Plus 2019 licence was originally purchased or obtained? For example, was it purchased directly from Microsoft, from a reseller or retailer, provided by your company or educational institution, obtained through the Microsoft Workplace Discount Programme, or included with a Visual Studio/MSDN subscription?
Additionally, do you still have the purchase receipt, confirmation email, or order information? Identifying the exact source of the licence is important because the verification and reactivation support process may vary depending on the licensing channel.
Beside that, the two errors point to separate issues: the hardware change invalidated the existing activation binding, but the more important problem is that Microsoft’s activation servers now regard the installed product key as blocked. Unfortunately, generating a new Installation ID does not override a blocked key.

0xC004F00Findicates that the hardware identity has changed beyond the permitted tolerance. Moving the SSD to a laptop with a different motherboard is treated as moving Office to another computer, even though Windows and Office were not reinstalled. -
0xC004C060means that the product key is no longer valid and has been blocked. Microsoft’s official guidance says that a key producing this error will no longer work and recommends contacting the original seller, particularly where a key may have been distributed outside its authorised licensing channel.
Because the key is blocked, the Product Activation Portal cannot validate the Installation ID and therefore cannot issue a Confirmation ID. The Installation ID identifies the new hardware installation, but it does not establish that the underlying product key remains eligible for activation.
Based on my research, Microsoft does not provide any documented OSPP.VBS command that can remove the server-side hardware binding, unblock a product key, increase the permitted activation count, or generate a Confirmation ID. The cscript OSPP.VBS /rearm command only resets Office’s local licensing state; it does not reactivate Office or remove the blocked status of a product key on Microsoft’s activation servers. Similarly, cscript OSPP.VBS /actcid:<Confirmation ID> can only apply a Confirmation ID that has already been issued by the activation system; it cannot generate or request a new one. Therefore, actions such as running /rearm, clearing the local licensing data, reinstalling Office, or generating another Installation ID are unlikely to resolve error 0xC004C060.
If this is a valid Retail licence that includes transfer rights, moving it to a replacement computer may be permitted under the applicable licence terms, provided that Office is no longer being used on the old computer. However, the current issue is not simply the hardware change. The main obstacle is error 0xC004C060, which indicates that the product key is being rejected by Microsoft’s activation servers. There is no local command that can remove this blocked status. The official course of action is to contact the organisation or provider that originally issued the licence. Therefore, please share any additional information about where and how the licence was obtained so that we can guide you to the appropriate support channel.
