Appeal link redirects to blocked screen — no way to submit a second appeal

I need help finding an alternative way to submit an appeal, because the appeal links I was given do not work.

Situation

In July 2026 I created my first ever Microsoft Advertising manager account. I am the legal owner of the business and of the domain I wanted to advertise. Within about an hour of creating the account and starting Advertiser Identity Verification, the account was suspended. I submitted an appeal, and it was upheld the following day, less than 24 hours later.

The account had no enforcement history of any kind before that day. No campaigns had run under it.

The technical problem

Both suspension emails contain links to submit or re-submit an appeal. When I click either link, I am redirected to ads.microsoft.com and asked to sign in. After signing in, I land on the screen that says my access is currently blocked, with only an OK button that signs me out. There is no appeal form and no Submit Appeal button anywhere in that flow.

I have tried this in multiple browsers, in incognito mode, and after clearing cache and cookies. The result is identical every time.

I understand from the help articles that Advertiser Identity Verification may need to be completed before an appeal can be reviewed, and that it is normally completed from the account dashboard. I cannot reach the dashboard at all, so I cannot complete AIV either. As far as I can tell this is a closed loop with no exit.

What I believe went wrong originally

When I completed the identity verification step, I uploaded a screenshot of my domain registrar account as proof of domain ownership, rather than an official invoice or registry record. I now understand that submitting documentation in that form may have been read as inaccurate or invalid identity documentation rather than as incomplete paperwork.

I have since obtained the proper documents: the registrar's official PDF invoice, the public WHOIS record for the domain with privacy protection disabled so it is independently verifiable, and the incorporation and tax registration documents for my company. I am ready to submit all of these immediately.

My first appeal also contained a statement I worded badly and would like to correct on the record, which is another reason I need a working appeal channel.

What I am asking

  1. Is there an alternative route to submit an appeal when the emailed appeal link only leads to the blocked-access screen?
  2. Is there a way to complete Advertiser Identity Verification when the account dashboard is not reachable?
  3. If neither is possible from my side, can this be escalated so that someone can review the documentation I now have?

I am deliberately not posting my account ID, email address, domain or company name here. I will provide all of them privately to a moderator on request.

    Generally, there could be several reasons why our system would suspend an account.  For security reasons, we are unable to provide exact details on why an account has been suspended, but I've compiled a list below of the most common areas where accounts may be out of compliance with our advertising policies.  Please see a list of important policies below to ensure you are following them.

     

     

    Please note that under the Digital Services Act (DSA), all customers are eligible to appeal their account status up to six months after their account status change.  Customers will receive an email notification indicating the reason for their account status change with an option to appeal.  If you have received the email, please proceed by submitting your appeal. You may be required to complete Advertiser Identity Verification (AIV) at first, before you can appeal the account suspension decision.  To learn more about AIV, I recommend checking the extended help article on this forum platform, as well as the relevant help pages shared below.
