Open the Settings App. go to Accessibility - Visual Effects.

Ensure the 'Always Show Scrollbars' setting is enabled.

Then go to Bluetooth & devices - Mouse (or Touchpad)

Ensure all settings are enabled in the Scrolling section.

If that does not resolve the problem, if you are using a mouse, not a touchpad, are you able to scroll window with the mouse wheel?

Also, is this problem affecting all apps or a specific app.
