download/export all emails from a specific person

The new Outlook does not have an option to export all emails from a specific conversation. You can only export your entire mailbox (all emails) to an MBOX file or export emails one by one (bulk export isn't possible) by right-clicking and selecting "Save as" > "Save as EML."

If you want to export emails from a specific conversation only, you can try using Outlook Classic, which offers more export options.

New Outlook for Windows does have a bulk export, to a PST file.

But there two problems for what you want to do: PST export requires a qualifying Microsoft 365 subscription and it only exports full folders.

So you would first have to find and copy/move all the messages you want into a new folder and then export that.

If you can be more specific about what you mean by "export", and if you have access to a Classic Outlook setup, there might be some other options.
