Installl new keyboard and mouse.

I have a bad keyboard and mouse which makes it difficult to scroll or maneuver in windows. Having difficulty to install new keyboard and mouse. Unclear how to install new one when old one doesn't work. Unable to regenerate tag as a business Windows 10 computer as I'm unable to utilize my mouse right now .
