Using Classic Outlook on Windows for personal email, calendar, and contact management

That sounds really frustrating, especially since this worked before and you have already spent over an hour trying to resolve it.
Because the birthdays are still visible on the iPhone, I would first check whether they are coming from iCloud rather than from the Microsoft account used in Outlook.
Could you please confirm the following?
- Are the affected contacts saved under iCloud or On My iPhone?
- Is iCloud for Windows currently installed on the Windows 11 PC?
- In Classic Outlook, do you still see any iCloud calendars or contacts?
If the contacts are stored in iCloud, open iCloud for Windows, make sure Contacts and Calendars is enabled, and select Apply. Then close and reopen Classic Outlook.
You can also sign in to iCloud.com and check whether the same contacts and birthdays appear there. If they appear on the iPhone but not on iCloud.com, the information may be stored only on the phone and would not be available for Outlook to sync.
If iCloud for Windows is already configured correctly but the iCloud calendar has disappeared from Outlook, please let me know whether Outlook shows any error or whether the entire iCloud section is missing. That will help determine whether the issue is with the contact data or the connection between iCloud and Classic Outlook. Thank you so much for your understanding.
