In Word, the most reliable way to keep a caption with a picture is to make the picture a floating object and then group the picture and caption together:
- Insert the picture.
- Select Layout Options and choose one of the With Text Wrapping options.
- Add the caption: References > Insert Caption.
- Select the caption, then hold Shift and select the picture.
- Right-click either item and choose Group > Group.
That lets text wrap around the picture and caption, and they move together as one unit.
Important: set the text wrapping option before inserting the caption. If the caption was already inserted, delete it, change the wrapping, and then add the caption again.
After moving pictures, update caption numbering:
- Press Ctrl+A to select the whole document.
- Right-click and choose Update Field, or press F9.
Another simple option is to place the picture and caption in a table cell. That also keeps them together when moved.
