    It Says Outlook is offline on the very bottom of the page.

    If it is Classic Outlook, please check the "Send/Receive" tab and see whether "Work Offline" is turned on. If it is, click it once to turn it off.

    Also, does the status change after that, or does it still say Outlook is offline?
