Activating Visio 2010 - Can't online and phone says online is only option

I had need to reinstall my visio 2010 which works perfectly well.. I have a perpetual license and no need for a new version. I cannot activate it as apparently MS shutdown activating 2010 products.. The activation prompt when opening cannot activate online and if select use phone, get phone activation is no longer available. The online activation tool says it doesn't recognize the product and to just buy a new one which I should not have to do.. If you call any phone numbers available for activation they all tell you activation has moved online and have to use the same tool that doesn't work. This is ridiculous. Last time I checked, perpetual means forever. How do I use my valid product.. Do not tell me to buy a new version!
