Before suggesting more advanced fixes, could you confirm whether this PC is enrolled in the Windows Insider Program (Dev/Beta Channel)?
In the meantime, please try these checks:
Open Command Prompt (Administrator) and run: sfc /scannow
- After it completes, restart the PC and test File Explorer scrolling.
In the same Command Prompt window, run: DISM /Online /Cleanup-Image /RestoreHealth
- Restart again after the command finishes.
Test whether the issue occurs in a new Windows user profile:
- Open Settings > Accounts > Other users.
- Select “Add account” and create a local test account.
- Sign in to the new account and check whether File Explorer scrolling works after a reboot.
Please let me know whether you're using an Insider channel and the results of the three tests above.
