This issue is usually related to old cached credentials.
Does this happen only when trying to log in to Excel?
Are you able to log in normally on the Microsoft website? Please test this at https://account.microsoft.com/account?lang=en-us
Check if your account is also linked in Windows. Open Settings > Accounts > Your info, and look below your profile picture to see if it says "Local Account" or displays your email address.
