Using New Outlook on Windows for personal email, calendar, and contact management

Since the messages are eventually being sent, this may indicate a temporary synchronization delay between New Outlook and your Yahoo account rather than a problem with the email itself. Based on the behavior you described, you can try the following quick checks:
