My PC battery got completely dead (the battery health is completely drained) since then I've been using my pc as a desktop only working when there is electricity, long story short some days later when I plug in the charger cable the power and the battery LED lights keep blinking and never turn on
Remove the power cable from your laptop.
Press and hold the power button on the case of your laptop for 30 seconds.
Wait 30 minutes.
Reconnect the power cable and start your laptop, is there an image on the screen, do you see the Toshiba logo screen and does it boot into Windows?
I tried this method still not turning on

If that process did not resolve the problem, you will need to take your laptop to a PC Shop to have the power cable and power board inside the laptop tested.
