Call back support is only available for Qualified MS 365 Subscriptions
    https://www.microsoft.com/en-us/microsoft-365/support

You can also try free on-line chat:

    • Open a browser to https://support.microsoft.com/en-us/home/contact
    • Tell us your problem: {Whatever}
    • [Get Help] {Scroll down to the bottom of the page} [Sign in to Contact Support]
    • Sign in with any Microsoft account
    • Products and services: "Microsoft 365 and Office"
    • Category: "Outlook"
    • [Confirm]
    • Choose a support option -> "Chat with a support agent in your web browser"

Or if you can provide some additional details on your problem, the people on this forum may be able to help.

For an Outlook.com login issue, the callback path depends on whether sign-in is possible.

    1. If sign-in is not possible, use the Microsoft account sign-in helper first: Get help signing in
    2. If sign-in is possible in Outlook.com:
      • Open Outlook.com.
      • Select Help from the top menu, then Help again.
      • Enter the issue in Search Help and press Return.
      • If the self-help results do not fix it, scroll to the bottom of the Help pane.
      • Under Still need help?, select Yes.
    3. For general Microsoft support contact options, use: Get Help on the web Describe the problem and available options may include chat or requesting a call.
    4. Important limitation: support agents cannot send password reset links or access and change Microsoft account details.
