Based on your description, I understand that the issue affects one user and persists across New Outlook and Teams, while Classic Outlook and Teams on iPhone work normally.
In the meantime, you might consider creating a new Outlook on the web mailbox policy by duplicating the mailbox policy currently assigned to the affected user, and then assigning the new policy to that user. After that, please check whether the calendar issue is resolved.

Additionally, you can compare the mailbox policy assigned to the affected user with the policy assigned to a user who is not experiencing the issue. If you find any differences, you can adjust the corresponding settings in the new policy and test again.
