Copilot Chat image generation capacity message and general responsiveness issues

We are seeing an increasing number of users reporting performance issues with Microsoft Copilot Chat.

Some users receive the following message when attempting image generation:

"Lots of people are creating images right now. Please try again later, or upgrade for priority access."

We are also receiving reports of slower than expected Copilot responses more generally, particularly around the start of the working day but also at other times.

Is Microsoft aware of any broader capacity, throttling, or service related issues affecting Copilot Chat or image generation services?

Are other tenants reporting similar behaviour, and is there any official guidance we can provide to users when these messages occur?

    I noticed there was a Microsoft 365 service health advisory (MO1472904) around the same timeframe reporting that some users in the United States might have been unable to access Microsoft 365 services. While I can't confirm whether it was related to the Copilot image-generation behavior you experienced, the timing does suggest there may have been a broader service-side issue contributing to the problem. Only Microsoft can confirm a direct connection. If you are not from the US, please disregard the above.

    For affected users:

    • Wait and try again later when image generation or responses fail.
    • Check the Microsoft 365 Service Health dashboard (if available to your org).
    • Contact your Microsoft 365 administrator or Microsoft Support if the issue persists.

    As community moderators, we don't have visibility into backend Copilot capacity, throttling, or incident data, so we can't confirm whether a known service issue exists.
