I received a message claiming to be from Microsoft concerning a paypal payment of over $500 to an email account that is not mine. Asking me to respond if it wasn't genuine, but I don't want to access any links. Is ******@microsoftonline.com a genuine microsoft email address?

The @.microsoftonline.com is a genuine Microsoft domain, however scammers can spoof the senders address so that does not indicate the Email is genuine.
If there is a link in the Email that you are meant to click, do not click that, hover your mouse over the link, what is the URL the link redirects to?
<smile> I get messages like that every week. Dozens of them! I don't have a Paypal account, which is one way I know it's a scam, and when it includes an email address that isn't one of mine, that's another way I know it's a scam.
The sender is trying to get you to open their message. They do this by alarming you. When you open their message, that's the attacker's opportunity to phish your username and password. Don't fall for it.
