Outlook does not provide an official report proving that a specific email was never received.
You can search all folders using the sender’s address, subject, and date, including Junk Email, Archive, and Deleted Items. However, if the email is not found, this only confirms that it is not currently in the mailbox. It does not prove that it never arrived, because it may have been deleted, moved, or filtered.
The best evidence would need to come from the sender or their email provider, such as a delivery log, message trace, or non-delivery report. Because the email dates from September 11, 2025, those records may no longer be available.
